Celebrating a New Paper Accepted by MSOM

IORA is happy to share that a new paper by our Executive Director, Prof Teo Chung Piaw, along with some of our current students and alumni, has been accepted by Manufacturing & Service Operations Management (MSOM), one of the most prestigious journals in operations research 🎉.

The paper, titled “Frontiers in Operations: Prioritizing Disaster Recovery Under Budget Uncertainty”, is coauthored by alumnus and now professor at HKUST, Guodong Lyu, alumnus and former researcher Quanmeng Wang, and IORA PhD student Pengfeng Shu. It addresses a key challenge in disaster recovery: how to prioritize actions when budgets are uncertain and decisions are irreversible 💵.

The team developed a practical framework that enables immediate action while remaining adaptable to evolving budget conditions. By evaluating synthetic data and a real-world Manhattan road network, the research demonstrates that well-designed prioritization strategies can perform strongly even without complete information. The paper’s acceptance by MSOM reflects our ongoing commitment to producing research that contributes meaningful solutions to real-world operational challenges 🌍.
